The DIC is designed to encourage classy and modest dress, while remaining masculine. To do this males are required to wear pants or shorts and are not allowed to wear skirts or dresses of any kind. As a side effect of the definition of dresses and skirts they are also not allowed to wear any kind of robes, togas, or wraps, which tends to further encourage more modest and classy dress.
