2.2.2.3 Dresses
The definition of Dresses within the DIC is any body cover designed to cover areas normally covered by both a Top and a Bottom at the same time. This means their bottom hem can not lie higher than the widest part of their hips or bottom of their torso (whichever is higher) when standing upright with hands at your side, or else they are classified as a Top. They also can't have the top ride lower than the thinnest part of the waist or uncover the belly button (whichever is lower) when standing upright with hands at your side, or else they are classified as Bottoms.
